If there is an activity that could be considered as one of Land Management Bureau's banner program, the implementation of Proclamation No. 2476 as amended by Proclamation No. 712, as one of them.

Aptly named "Handog Titulo sa Taguig", this program has one simple objective, that of giving a chance to the urban poor, the landless and homeless city dwellers, ordinary factory workers, police and military personnel, to own their residential lots in Metro Manila.

The land covered by Proclamation No. 2476, as amended by Proclamation No. 172 once formed part of the Fort Bonifacio, Military Reservation (previously known as Fort william McKinley). Out of the 2,649.15 hectares expose, of the fort, several parcels of land containing a total area of 443.6 hectares were covered out and declared open for disposition to actual occupants and other qualified beneficiaries.

At present, the following areas that have been declared open for disposition by virtue of Proclamation No. 2476 an amended by Proclamation No. 172, are as follows:

1. Lower Bicutan - 108.4 hectares
2. Upper Bicutan - 107.2 hectares
3. Western Bicutan - 63.7 hectares
4. Signal Village - 164.3 hectares

Covering an approximate total area of 443.5 hectares, all in the Municipality of Taguig, Metro Manila.

As part of the continuing commitment of President Gloria Macapagal-Arroyo to give land to the landless. The DENR-LMB conducted Handog Titulo Program recently at the DENR Auditorium, Ninoy Aquino Parks and Wildlife Bureau. DENR Secretary Angelo T. Reyes led the awarding ceremony to the four hundred five (405) beneficiaries.
